| DOCUMENT: CALL FOR PROPOSALS ON FOOD SECURITY IN NIGER |
On 5 May 2006, Agence Française de Développement launched a call for proposals open to NGOs on the theme of food security in Niger. This call for proposals builds upon AFD’s commitment to scale up collaboration with French civil society and marks the implementation of a new type of measure for AFD.
French NGOs expressed interest in this call for proposals which also provoked a lot of reaction and some criticism. The CCFD, the Catholic Committee Against Hunger and for Development carried out an in-depth analysis of the terms of reference (TOR) for the project and, after a field mission, submitted alternative TOR to AFD, thus illustrating its will to contribute to debate.
The call for proposals open to French NGOs on food security, a first for AFD, was launched on 5 May 2006 and comes under French aid in Niger. NGOs taking part in the bidding were required to present a project meeting the terms of reference drafted by AFD and had two months to submit their documents.
The main aim of the project was to provide income to the most vulnerable populations in exchange for community work to conserve or improve agricultural production. AFD strongly encouraged international and Nigerien NGO grouping. Nine NGOs or NGO groups submitted applications.

AFD, through this call for proposals, sought to open up more to civil society actors. Generally speaking, NGOs welcomed this initiative, although the call for proposals did come in for some criticism, particularly regarding the drafting of the terms of reference (TOR) which was not considered participative enough.
The Catholic Committee against Hunger and for Development (CCFD) carried out an in-depth analysis of the call for proposals which led to the drafting of alternative TOR. The CCFD addressed the TOR to AFD’s CEO in September 2006.

A meeting was organized with representatives of CCFD, Eau Vive, Coordination Sud and AFD’s project team at AFD headquarters in November 2006. The aim was to learn lessons from this pilot operation.
